CISAER is a project supported by the European Leonardo da Vinci programme. The project aims to provide a comprehensive, state-of-the-art survey of course provision on the WWW with professional analysis, balanced evaluation and far-reaching recommendations which will provide the field of vocational education and training in the EU with a tool for dealing with this new training dimension.

The African Virtual University is a project sponsored by the World Bank. It's goal is to build capacity in the universities of sub-Saharan countries (e.g. Kenya, Ghana, Ethiopia, Uganda, Tanzania, Zimbabwe, etc.) to enable them to better meet the needs of their students and exploding enrolments.
The courses are currently being delivered from institutions in the US, Ireland, and Canada, with plans to expand to French speaking countries to serve the needs of the Francophone African countries. The courses being delivered are primarily in the fields of mathematics, science, and computers/telecommunications. It is intended that after the first three years, the project will become wholly "Africanized" with all courses originating from African institutions.

list. Theses courses could be financed by organisations that have interest in
becoming part of the process. There is also an on-line library where subjects

Characteristics of Provision: The Laboratory of Distance Education starts
in 1995 producing customized courses. Since then we have been developing courses
using a combination of different media, and attending a large number of students.
The courses are build after a diagnosis for the need of the institutions involved
(public and private) and the students' identification, creating a specific methodology,
planning, media production, implementation and evaluation. Today we have 300
masters and doctoral students in courses using videoconference, Internet and
face to face meetings, more than 100 students in certificate courses using Internet,
print material and face to face workshops and more than 160.000 enrolls in non-certificate
courses all over Brazil. The Laboratory it's a research center devoted to design

return of marked assignments, discussion among tutors and students, email facilities,
on line evaluation of the course, and a number of other administrative functions
can be done through electronic means. As for U123 Introduction to Internet,
most of the course is in print form, although there is regular reference to

in which students study through logging on the Internet. Discussion groups and
email facilities are also provided for tutors and students of the course. The
two CT courses are on telecommunications, and a lot of references for the courses

Characteristics of provision: Center for FjernUndervisning (Center of
Distance Learning) was established in 1997. It is a faculty within Randers Business
College and is situated in the mid-eastern part of Jutland, Denmark. The faculty
is managed by a group of 30 people and we only operate within Distance Learning.
We are currently among the largest "suppliers" of Distance Learning in Denmark.
At Center for FjernUndervisning we aim to help and educate people. Distance
learning allows students, who work or who are geographically challenged, to
achieve education at their own pace. The faculty believes that education should
be available to everyone and nobody should be disadvantaged, due to their own
particular circumstances. The major mission is to heighten the educational level
and competence of the Danish population. All communication is done by email
(support also through telephone) and teachers are available 24 hours a day.
Additionally the students have access to "StudyNet". StudyNet is an on-line
education web-based training system where the students may test themselves and

Characteristics of provision: CAFE MONDIAL is a European Consortium
of universities, colleges, and private institutions providing professional
training via WWW and Intranet systems. The consortium emerged from the EU
telematics Applications Project CAFE MONDIAL UR1003. The students register
via WWW, and then receive a resource package containing literature, CD-ROM,
CDs, and/or other media. They are then moderated by experts/tutors who stimulate
the interaction, involve them in project activities and provide additional
support materials. One of the global objectives of each course is that moderators/experts
help students and trainers to learn and work creatively, critically and efficiently

Portuguese Catholic University launched the program in 1994. It seeks the

coming from the bank and financial sector. The "Introduction to Financial
Market - Via Internet" intends to set up a Virtual School. The participants
are organized in teams with a tutor who directs the learning process through
e-mail and computer conferences. The course is divided in units and each student
also receives written materials and video.

THIS IS A PILOT PROJECT. I do not want to use the word 'web' courses as the
courses use web, email and verbal telephone communication, at present. Has
been going to 4 months.
Full instructions are/were sent to learners via email. Those learners able to access the web, in school offline or outside online, can get the instructions in HTML. Those learners in school whose hardware prevented them from reading the instructions in HTML could read it all in email. (This will change this week as all the messages are using up too much hard drive memory space so I will send all learners email telling them where to find the instructions on the web, for outside learners, on offline Netscape in class for those with good hardware, and as text files found on the school server for those with poor hardware).
Within the physical class we do not have enough terminals for the 37 and 30 learners in the two different Grade 11 classes. While one learner uses a poor computer to do something and another in the group uses a better computer to do something, the material is sent to whichever computer by email attachments in the class, not a disk when the learners are ready.
The outside learners send material they have found on the web to their inside partners via email. As the learners become more confident we will be moving onto more advanced features of the web. These are learners at school, Grades 11 at present, with limited computer background. The course is learner centred where they are the ones who set the speed and where a most important focus is communication with the partners, not me. As these young persons cannot type or communicate quickly enough by email, they are encouraged to telephone each other.
A factor in web teaching here is that we PAY A GREAT DEAL for our local telephone calls so the web teaching must take that into consideration.

educational environment for distance teaching scenarios. The DEMOS project
seeks to increase the number, and quality, of all the possibilities to provide
administrative and academic support to UNED´s students. The professors responsible
for the project have pinned down three possible potential DEMO users: based-students,
based students with better means and centre-based students. Generally, the
DEMO project will function in the following way: It will have an information
and administration office. The users will find in this office an access authorisation,
general information about DEMOS and a detailed reference of the services available.
Having gone through the information and administration office, the student
can access several sections within the UNED, for example: Virtual Library,
Virtual Bookstore, Distributed Virtual Classroom. In the latter section
the student is connected on-line through computer terminals. This allows the

audio and video). The student may also make videoconferences multi-point.
The teacher´s virtual office is also important because of the tele-tutoring

Objectives: In adult education teaching is often carried out on the same terms
and with the same methodology as when teaching teenage students. But adult students
have a different way of life and other needs than tee-nagers. Our motto: " Education
where you want it, when you want it and at your own pace " reflects our view
of how adult education should be implemented. Our goal is to offer our students
education on their own terms, with a flexible schedule.
Project description: During the last few years, the Computer Science programme at Huddinge municipal Adult Education has been confronted with two growing problems: * The number of applicants for the courses has steadily increased but the resources have remained constant. Foremost, it is the availability of computers that has been the problem * The number of course participants with computers at home has increased significantly to a present figure of about 40%. This has resulted in heterogeneous groups. The very different education needs of the participants have been difficult to satisfy.
Since 1986, I have been spoken and written about "The Third Generation Distance Education", so I reali-sed that the second problem was the solution to the first problem. If we could organise it so that course participants with computers at home used their own computers instead of occupying a space in the com-puter classroom, we would be able to provide a place for additional participants who do not have their own computers at home. Then, we would be able to accept a higher total number of applicants and also be able to create more homogeneous groups.
In order to achieve this, we required a system for electronic communication between the students and the course directors. We selected FirstClass from SoftArc which has become somewhat of a standard for this type of distance studies. In addition, it is also an inexpensive and easily administered system. All students communicate with the server via Internet. It was relatively easy for us to transform the "normal" Computer Science courses to distance studies. Ever since the objective-related grading system was introduced in Sweden, we have in these courses wor-ked with "give-in" assignments directly connected to objective-descriptions for each course section and grade level. They could easily be transformed to "send-in" assignments.
FirstClass is a Client / Server programme where, amongst others, the graphics is in the client which is stored in the participants' computer. This makes for very fast communication with the server - conside-rably faster than with a Web-based system. As I see it, the graphics also play a very significant pedagogic role. In the Huddinge Agora, I have tried to fully realize the metaphore "The Electronic House".
Parallell with the courses in Computer Science, there is also a course in DeskTop Publishing. In this cour-se, the participants learn how to use MS Publisher as well as various rules for good and acceptable typo-graphy, layout, handling of pictures, etc. This course is completely divided into theme-studies, periods of one week each.
All courses are concluded with a test in a computer classroom. This is necessary since I as a teacher can-not be absolutely sure who actually completed the submitted send-in assignments. Thus, the send-in as-signments are not directly as much a base for grading as it is a confirmation for the participant that they have reached the required objectives for a specific grade.

Characteristics of provision: The Open University is a dedicated distance
teaching institution with students across Europe and in some cases even worldwide.
Its uses the Internet in a range of ways depending on the nature and level of
the course. Nearly 40,000 students use computer conferencing on courses across
most disciplines in the University for tutorial support, self help groups and
general networking. Rather fewer courses use the Web and those which do (e.g.
a large introductory computing course, another introductory Information Technology
course, and several courses in the Open Business School) use it as an additional
course resource, rather than the primary content delivery medium. One course
- the second year of the Masters in Open and Distance Education P uses the Web
extensively. Combined with a Web conferencing system, this course is based on
collaborative activities, online assignments and Web resources. The Institute
of Educational Technology which runs the course also provides short online train-the-trainer
courses, using the Web as the primary delivery medium for subjects such as the
educational use of multimedia, the Web and computer conferencing. Further details

Characteristics of provision: The MSc in Lifelong Learning is a joint
programme offered by the University of Stirling and Glasgow Caledonian University.
It is designed as a full WEB-based accredited programme supported by FirstClass
computer conferencing. It is marketed internationally in association with other
Universities around the world. The first in-take was February 1998. Students
taking the programme are postgraduate, in paid employment and seeking continuing
professional development.

the exam) can be completed online and participants have access to BYU's Independent
Study's GradeCheck system which allows participants to check their grades and
progress.
